However, it is only available to those who, as you point out, "have the means". And that is a direct comment about the ''system'', which is what your article is referring to. That excellent high-speed trains are available in the US (e.g. Acela) is undeniable, yet no-one would contest that the world's best high-speed rail ''system'' is that of either Japan or France.
