Are you sure that would be wrong if Roosevelt did know?  I think effective war strategy makes those kind of decisions.  In chess it's called a "[[gambit]]".

Are you sure that would be wrong if Roosevelt did know? I think effective war strategy makes those kind of decisions. In chess it's called a "gambit".
