From the small amount of mainsteam information I've seen about him, it sounds like "Officeholder" might be more accurate, '''but''' mainstream sources notoriously like to slant their writings, so I can't say for sure. A quick web search tells me that he supposedly sat on a three-man "Revolutionary Council" which would imply he wasn't a dictator, but his actions might say otherwise. I also see a reference to him "being elected" prime minister. I don't know if that was a fair election, or a typical banana-republic "election" when he was guaranteed to "win".
