::: In his day, many people tried to apply the ideas of biological evolution to other disciplines. You had Social Darwinism as an example of this. The right or wrongness of Social Darwinism has no application to biological evolution. Some suggested that molecules evolved too - Maxwell is saying that this is not the case. This is again, not a commentary on biological evolution. If anything is to be said, it should be "James Maxwell did not belief that the theory of evolution could be applied to molecules." In this context, it is a rather boring statement and does not have any informational value. I still cannot find any indication that Maxwell was a creationist - any citations showing that be did belief in the literal truth of the Bible would be useful for disputing this.
