Paint.NET is free image creation and editing software written in the C# programming language. It was originally an undergraduate college senior design project mentored by Microsoft, intended as a free replacement for the MS Paint software that comes with Windows. It is now being actively developed into a fully featured image manipulation program similar to Adobe Photoshop.
