Scope and title

This article isn't about navigable waters. It's about a rule governing farm use and/or pollution. Most shipping is by truck, not by river. I think the term "navigable" was negotiated in, to refer to how important a stream was. If you can't even row a boat down it, then it's too small to matter.

The issue is about pollution (which we all hate, except the "bad" corporations). It's also about how much control the EPA should have, and how hard it should be for a farmer to fill in a ditch or a swamp (see Wetlands).

If someone wants to write a more general article on the Navigable waters of the United States, that's fine. But that's way beyond the scope of this one. --Ed Poor Talk 22:18, 29 June 2017 (EDT)
