Voluntary cessation doctrine

Voluntary cessation doctrine is an exception to mootness doctrine such that a lawsuit does not become moot simply because a defendant ceases in the objectionable conduct, when the defendant is a private party rather than a government.
The reason for this doctrine is that a defendant might restart the challenged activity once the lawsuit is dismissed.
