The proposal for a Roosevelt dictatorship was raised as a hypothetical several months prior to the election of FDR as President in 1933. Several influential members of the media were responsible for the initial discussions, and one month before inauguration Speaker John Nance Garner introduced a bill to give the President unilateral authority.
The bill did not make it out of committee.
