A "paper tiger" is a slogan popularized by Chairman Mao Zedong of the Chinese Communist Party to criticize and ridicule Chiang Kai-shek of the allies of World War II.
President Donald Trump said that he would never use the term "paper tiger" to refer to anyone again.[1][2]
