Garrett Langley is the Chief Executive Officer, and co-founder of Flock Safety. He is a technology entrepreneur, who as of 2026, was residing in Atlanta, Georgia, with his wife, Megan, his son Sumner, his daughter Maren, and his dog Olive.

He graduated from the Georgia Institute of Technology in 2009, with a Bachelor of Science in Electrical Engineering. He is best known for founding the mass surveillance company Flock Safety, along with Paige Todd and Matt Feury. However, prior to Flock, Langley also founded two other companies. One was a monthly car subscription service named Clutch. The other was a mobile technology company for live events, named Experience (acquired by Cox Enterprises). He also worked for Kenzie Lane Innovation, prior to those. He is a self-described salesman and programmer. "I like to write code and sell things. Industry doesn't matter to me. Products that solve a real problem for consumers."

Langley has been a strong vocal advocate for his Flock, insisting that the company provides an overall benefit to society despite its privacy intrusions. He has raised more than $220 million in venture capital for Flock Safety, from YCombinator, A16Z, Matrix Partners, and Founders Fund. As public opposition has grown, he further became infamous for calling privacy advocates, "domestic terrorists." He later apologized for that statement, following significant backlash.
