A lame duck is a politician or who has effectively lost their power, despite remaining in office.
In the United States, It typically refers to second-term presidents, who are unable to pass legislation, as Congress may stall until the next presidential election to pass its legislation.
After the 2008 US Presidential Election, George Bush became a lame duck having little political leverage.
