William Lewis Owens (born January 20, 1949 in Brooklyn, New York) is a Democratic Party politician and candidate for a special election in New York's 23rd congressional district being held on November 3, 2009. He is a partner of the Plattsburgh and Albany offices of the Harris Beach LLP law firm. In 2004, Owens was appointed by Republican Governor George Pataki to serve on the College Council at the State University of New York College.
