The DISCLOSE Act is proposed legislation that would impose cumbersome and suffocating requirements on millions of websites and grassroots organizations.
The NRA obtained a special exemption for itself, abandoning smaller groups that would be overwhelmed by the regulation.
On July 28, it failed by only three votes to attain cloture in the U.S. Senate.
