HR 5874 (The Restoring America's Leadership in Innovation Act) is legislation to strengthen the patent rights of small inventors.

As observed by a former Judge Kathleen O’Malley of the U.S. Court of Appeals for the Federal Circuit, which oversees patents, in an interview with Intellectual Asset Management:

I've done a lot of international work and I have a lot of friends in the international space, especially other judges. Their perception is that we've gone from the strongest IP jurisdiction to just about the weakest. That's not right.
