The Clean Water Rule was introduced in 2015 by the Obama administration to expand liberal federal control over waterways, seasonal streams, and wetlands. The rule declared more to be under EPA jurisdiction.

For example, the Clean Water Rule declared all “navigable waters” to be included under the Clean Water Act, extending protection to the drinking sources of nearly a third of the U.S. population.[1]

Several states, including Nevada, sued to challenge this rule. President Donald Trump attempted to rescind it.
