Debate: Does ID Imply long timescales?

Design obviously implies, well, design. But does it also imply that that design was carried out over a long time - millions or billions of years? This is certainly the position of Dr Michael Behe, but is it an inevitable consequence of Intelligent design? As a secondary point, does ID also imply - as Behe suggests - that ID means Common descent?
