Doyle L. Webb, II (born December 3, 1955), is the current and longest-serving chairman in the history of the Republican Party in Arkansas. He has held the chairmanship since his election by the state executive committee in December 2008. From 1995 to 2002, he was a member of the Arkansas State Senate. He is also the general counsel for the Republican National Committee in Washington, D.C.[1]
Webb is the son of Doyle Webb, Sr. (1926-2011), a member of the United Steelworkers Union and a recovering alcoholic with twenty-five years of sobriety, and the late Dolores Cornett Webb.[2] Webb obtained a Bachelor of Arts in history from the University of Arkansas at Little Rock. In 1981, he received a Juris Doctorate from UALR and began his practice of law. He specializes in consumer protection. He began his affiliation with the GOP as a precinct captain in Saline County, located near the capital city of Little Rock. He became the Saline County GOP secretary and chairman and then general counsel of the state executive committee. In 1986, he won the first of three terms as a Saline County justice of the peace. As a state senator, Webb served as the chairman of the Joint Energy Committee and vice chairman of the State Agencies and Governmental Affairs Committee.[3] Webb was from 2002 to 2007 the chief of staff to the late Lieutenant Governor Winthrop Paul Rockefeller, son of Winthrop Rockefeller, the first post-Reconstruction Republican governor of Arkansas.[1] When Rockefeller died in office in 2006, Webb continued as chief of staff for the lieutenant governor's office through the remainder of the term.[3]
As an automatic RNC member by virtue of holding the Arkansas state party chairmanship, Webb is the chairman of the Committee on Contests and a co-chairman of the Credentials Committee.[1] Under Webb's leadership as state chairman, the Arkansas GOP gained the governorship once again, both U.S. Senate seats, all four seats in the United States House of Representatives, all statewide offices, and large majorities in both houses of the state legislature.[3]
Webb resides in Benton in Saline County with his wife, the former Barbara Womack (born December 30, 1957).[4] Also an attorney, Mrs. Webb was appointed in 2017 by Republican Governor Asa Hutchinson as the circuit judge for the 22nd Judicial Circuit. She is the first woman appointed as a circuit judge in Saline County. Earlier, she was a Hutchinson appointee to the position of chief executive officer of the Arkansas Workers’ Compensation Commission. Mrs. Webb's twin sister, Becky Keogh, is a Hutchinson appointee to the directorship of the Arkansas Department of Environment Quality.[5]
Webb also owns a floral business, Webb's House of Flowers, at 522 N. East St. in Benton.[6] In 2015, the city of Benton ordered Webb to repair four dilapidated houses that he owned or face demolition of the structures as a public nuisance.[7]
