Eugeny Dmitrievich Kiselev (1908-1963) was a former United Nations Under-Secretary for Political and Security Council Affairs. Kiselev was a citizen of the Soviet Union. In his role at the United Nations, detractors claimed that he was serving the interests of the Soviets with a role over the military operations of the UN. Alger Hiss is reportedly the one to have made the promise to Soviet officials that Kiselev would be appointed as the head of the UN's military operations.

Kiselev is buried in Moscow, Russia.
