MRC is the acronym for Monthly Recurring Charges in negotiated telephone contracts. The larger the MRC, the bigger the discount that is possible.

Historically, phone contracts were governed by filed tariff doctrine, whereby tariffs on file with the Federal Communications Commission dictated the rates and terms and conditions. That changed around 2001 with increased deregulation of the telephone industry.
