I was mistaken in saying it was Howard Dean in that edit comment. It's John Kerry. and it's kind of hard to call Obama out for "procrastinating" when he already had a sparring partner [http://content.usatoday.com/communities/theoval/post/2012/06/kerry-to-play-romney-during-obamas-debate-prep/1#.UFIv8ao0lKw in July, before Romney did].
