He graduated from North Caddo High School in Vivian in northern |Caddo Parish and [[Louisiana State University]] and [[Louisiana State University Law Center|LSU Law Center]], both in [[Baton Rouge]].
After law school, he served for two years in the [[United States Army]] with a tour of duty in the [[Vietnam War]].<ref name=obit/>
Ballard and his wife, the former Sue Willis, had one son, David Willis Ballard, and three grandchildren. He was long active in the Broadmoor [[Baptist Church]] in Shreveport.
