Documents are casually referenced by name, like "The Rosenberg File" or "The Family Jewels", but files are often intercollated with two different investigations, like Hillary email and the Clinton Foundation. So the document number is used to hide sensitive information from both Congress and the FOIA. Redactions are how the existence of sensitive information is shielded - one file referencing the existence of another secret file by number. Occasionally a secret file sneaks through by a failure in the redactions process. Once the file number is known, anyone can access it by the Freedom of Information Act).
