:I also am confused as to whether this is good or not.  It sounds nice, I'm having a hard time understanding what this council actually does.  One thing worth noting though is that it terminates after three years. It seems to sound like this is promoting in-home family provided care for individuals, presumably for the elderly in particular.  If I am reading this correctly, then it is a good thing, since the government currently favors nursing homes over in-home care. I might be confused, though.
