Democrats had failed to gain authority from a vote of the full House to begin an impeachment investigation and designate a committee of jurisdiction with [[subpoena]] power to override administration claims of [[Executive privilege]]. Article I Section 4 of the Constitution grants the sole power of impeachment to the House, and not to an individual member such as the Speaker to declare an "impeachment inquiry" by proclamation.
