I don't know for this version specifically, but I did [[User_talk:Aschlafly#Locking_my_user_page|post on Andy's page]] a little while ago about how you would typically change autoconfirm protection settings. However, that is something only someone with filesystem access can do. As for blocking privileges, I would not be surprised if you got them fairly soon. However, such privileges cannot usually be requested. All I can say is keep at it, and you will probably get eventually.
