It did not join the [[Confederacy]] partially because President [[Abraham Lincoln]] suborned the Maryland state legislature and would not permit it to leave the union. Delaware, separated from the south by Maryland, could not secede on its own. Delaware voters in fact rejected Lincoln's plan to compensate for emancipation of its slaves, paid for by the federal government.
