::One of the best examples here is the Violence Against Women Act, authored by Joe Biden. Everyone, including Biden himself, knew the law would never withstand a SCOTUS challenge. But it was concocted to get people on record voting one way or the other, and finally passed and was signed into law after Senators got sick of defending their opposition to it. In 2008, years after SCOTUS tossed it, Biden accused John McCain of being pro-violence against women cause voted against it every time over several years that Biden was able to get it to floor for a vote.
