The page needs restructuring. I propose:
#making tenure as Trans Sec. the first subhead;
#making tenure as South Bend mayor second subhead;
#failed presidential campaign third subhead;
#family background and ideological views split into fourth and fifth subhead;
#culling some of the Intro and moving that info into relevent subsections.
