:::That's the way the system has always worked, or at leaast the public understood it - until now. Nowadays the legislation is written by [[K Street]] lobbyists and donors, and the members are instructed later that they are sponsors on bills. The new system is not widely understood by members, journalists, and the public yet. (There's a recent video on Fox where Lindsey Graham's expressing opposition to a bill and then he's informed that he's a sponsor, which he didn't know).
