:::::The reason mercenaries have been assigned to take over the role of commissars one can only speculate, but I would guess it's because it is well known the Russian particularly target them (and have even stepped up their targeting) in both the front and rear. So evidently their numbers have been reduced, and recruiting hasn't gone so well over the past year or so. This still gives them a vital function to play, and hopefully reduces the number of foreign mercenaries deserting and returning home.
