Much of this so-called foreign aid enriches consultants, contractors, and/or dictators, without really benefiting the needy anywhere.  The [[Deep State]] and [[Washington, D.C.]] insiders often profit enormously from these aid packages.

This term is used effectively to criticize opponents of America First goals.
