The Palestinian Basic Law of 2003, amended in 2005, defines the legal and constitutional framework of the Palestinian governance system pending the establishment of the State of Palestine. It was drafted by the Palestinian Legislative Council in 1997 and promulgated in 2002 after approval by [[Yasser Arafat]], then President of the PNA. It defines the government of Palestine as a parliamentary democracy based on political pluralism, the rule of law and the separation of powers.<ref>{{cite book|title=International Law and the Israeli-Palestinian Conflict|date=2011|chapter=Building the Rule of Law in Palestine - Constitutional framework of the nascent Palestinian State|author=Feras Milhem}}</ref>
