::Next, many elections are not won through campaigning, they are won by the track record of the incumbent/incumbent party in terms delivering positive results to constituents. So there goes your "clear articulation of issues". Marketing professionals will tell you that it is very difficult to reposition a product. If an incumbent has failed to deliver positive results to his constituents, it is difficult to reposition himself from a failure to a success by campaigning. That is like putting lipstick on a pig.
