I'd never heard about this issue, but did a little research. I think Mr. Norris is genuinely concerned about the loss of faith in America, but I don't think he actually believes there some sort of malignant conspiracy to promote atheism, nor would I believe he'd really forcibly deport or tattoo anyone.
