This would be funded by [[USAID]]. [[Sec Marco Rubio]] and people among the 294 remaining employees (of the 14,000 fired) have to sort things out and authorize payments to whoever. Certain programs & projects must continue. A scaled done USAID program for both [[covert operations|covert]] & humanitarian assistance will be recast under a new name or names.
