The price is artificially being held down for [[propaganda]] purposes, to pacify the public and manipulate [[public opinion]] in advance of the November elections. This is exactly how the Soviet Union pacified the public and hid bad news for decades. Unlike the American people however, at some point the Soviet public woke up and realized they were being lied to.
