The Republic of Cuba is ruled by the Communist Party of Cuba; also, as any fule no, within the communist "naming system", for want of a better word (it's late here) "Communist state" is never used to name a state: a state, in their ideology, is either in a "capitalist" or "socialist" state, not a "communist state", which is by their definition a contradiction in terms.
