If the embargo were lifted it would have the beneficial effect of bringing Cuba in to the mainstream. The U.S and Cuba are like two neighbours who won't talk too each other, the U.S could improve relations by making such a positive gesture. North Korea a is case in point, the World Community began to provide aid to the country, and thus North Korea became open enough to listen to the U.S and abandon its nuclear programme.
