::Define "proper weighting".  Are you referring to how they interpreted the sum of the work or to a specific analysis?  You're right, I didn't cite any scientific authority.  Here's one:  Motulsky, H. (1995). ''Intuitive Biostatistics'', Oxford Univ. Press.  Chapter 12.  Also, try searching for the phrase in Google Scholar or PubMed, you'll find plenty of uses of it.  It's a shorthand way of describing an effect that came close to the arbitrary threshold for statistical significance but did not reach it.
