God created mankind vegetarian. God told Noah after the flood that he could eat meat. In the world before the flood, the people were very wicked. We don't know when people actually started eating meat; those wicked people before the flood may have been eating meat, although I doubt that it was as far back as Abel and Cain in their younger days.
