Does teaching children that boys have a penis and girls have a vagina really constitute sex education? If not then you may want to rethink your sourcing on the Liberal Myths article. I would have thought real sex ed involved teaching what to do with those organs, which is not taught in kindergartens (we - as in almost all recently schooled Australians - have been there). :Unfortunately, the determination of how early to teach kids different levels of sex education isn't a "yes" or "no" answer. If you can find something better, please be my guest to put it into the article. I don't particularly like the one I found, but it was good enough for the time.
