:They are, but when the tabloids run stories about them they usually list 13-18 as "teen mothers" and 18-25 as "young mothers". It's all to do with the whole adult/child thing (over 18 is legally an adult) and whether it makes any difference about the mother being 17 or 18 (it doesn't really). That said, 19 year olds are teenage mothers, so it was a flaw on my part.
