The article states: "...abstinence education programs, which are the only sure safeguard against teen pregnancy." As stated, that's simply not true. Abstinence would be a sure safeguard against teen pregnancy, but abstinence education programs have been demonstrated time and again not to work. Okay if I change the wording slightly?
