For those who don't know, Pres. Bush gave NASA a goal of Colonizing the Moon (Luna), in order to prepare for a manned mission to Mars. Yes, but a new division should be created within a international community and not within the military or even private sectors of the United States or any other country. That would lead to the eventual militarization of space, which is unneeded unless we face some massive alien threat.
