I think we can find some language that makes it clear that marriage has always been between a man and a woman in California, but that in 1977 they realized that this was simply understood, and not codified in the law, thus they changed it to prevent same-sex marriage challenges. The 1977 changes don't make sense unless we explain it was gender-neutral before that (though of course we have to make it clear that no one saw it that way back then, if you know what I mean.) I'm open to suggestions.
