::thanks for your thoughtful comments. Some thoughts: The Catholic position on morals was highly controversial at the time--for example, strong opposition to divorce and birth control. 3) most Republicans, businessmen and conservatives wanted retraining and growth policies, the old liberals wanted a new WPA; Kennedy went with the first group. 4) Using the Test Ban to slow down Chinese nuclear threat seems pretty conservative to me.
