A person should not be said to have a mental illness unless the person's actions substantially impair their ability to function in their work or personal life. Homosexuality does not impair one's ability to function; it does not impair a person's ability to fulfill their responsibilities at work, and does not prevent them from creating and maintaining meaningful and healthy personal relationships.
