Lets say that Obama decided not to rescue the Captain. You could say his agenda was not to engage Muslim pirates. He order the successful release of the Captain. This means his policy or agenda toward Muslim pirates is shoot to kill. The only thing missing on this page with regards is the civilian trial and inprisonment of the remaining pirate. There is a case to be made that his agenda was to dither and that the Navy took it upon themselves to solve the crisis.
