Lets say that Obama decided not to rescue the Captain. You could say his agenda was not to engage Muslim pirates. He order the successful release of the Captain. This means his policy or agenda toward Muslim pirates is shoot to kill. The only thing missing on this page with regards is the civilian trial and inprisonment of the remaining pirate. There is a case to be made that his agenda was to dither and that the Navy took it upon themselves to solve the crisis. :The only thing Obama did in this case was to reiterate that the "troops on the ground" (so to speak) were free to act if they felt the life of the Captain was in immediate danger.
