Could this be verbal hype used more in conversation than in serious discussion? Like saying "Bush is an idiot", which is obviously a figure of speech. He'd have to have at least an IQ of 100 just to become a governor (!), and if he actually earned his graduate degrees possibly as high as 120 or 130.
